The organs of the UAC are:
1. The Congress
The Congress is the supreme body of the UAC at the continental level;
It is made up of all members (members, correspondents, advisers, associates, honorary). Only adherent members have voting rights;
The Congress meets in ordinary session once every three years when convened by the Executive Committee. For the validity of the deliberations, the Congress must bring together two thirds of the active members;
The ordinary Congress has the following powers:
- decide on the general and strategic orientations of the AUC;
- approve the action plans and activity programs of the AUC;
- assess the implementation of action plans and activity programs
- deliberate on the management reports, the financial and moral situation of the AUC as well as projects implemented thanks to the resources of the AUC;
- elect the members of the Executive Committee;
- approve membership suspension, or exclusion of a member;
- control the action of the Executive Committee;
2. The Executive Committee (EC)
AUC is administered by an Executive Committee responsible for implementing Congress decisions.
- The attributions of the Executive Committee are:
To implement the orientations defined and the decisions taken by the Congress. - Manage all the resources of the African general conference;
- Represent AUC in the region and internationally;
- Recruit and exercise supervision over the technical and administrative support staff of AUC;
- Approve contracts binding the AUC to third parties;
- Monitor and evaluate the activities of the UAC;
- Report to the Congress on the activities and functioning of the AUC.
- Decide on the funding of the AUC to its members
- Approve the annual budget of the UAC
- Ensure the proper management of material and financial human resources of the AUC;
The Executive Committee is composed of ten (10) members elected by the Congress representing the five (5) sub-regions of Africa (West, North, Center, East and South) on the basis of two ( 2) by sub-region.
The two members per sub-region are elected from among the active members of the sub-region;
The Executive Committee has a mandate of three (3) years renewable once. The Executive Committee appoints from among its members:
◊ a president ;
◊ a first Vice-president
◊ a second Vice-president.
3- The Executive Secretariat
- The Executive Secretariat is the permanent technical body responsible for the administration and execution of the activities of the African Executive Committee. Its specific missions are summarized as follows:
Ensure the technical and administrative animation of the headquarters; - Seek opportunities for funding activities and report to the Executive Committee, which assists it in advocating for resource mobilization;
- maintain the financial and material accounts of the AUC;
- Receive the activity reports, compile them and forward them to the partners;
- Support the establishment of national and sub-regional dynamics;
- Elaborate the preliminary draft budgets of the actions to be carried out for the three years on behalf of the African executive committee which is responsible for their validation;
- Execute the planned activities, and report to the African executive committee through quarterly and annual narrative and financial reports.
- Support the organization of the African General Conference;
- Ensure permanent communication between AUC members
- Provide secretarial services for board meetings, including the production of minutes of deliberations and decision protocol after each meeting;
4. The Control Committee
The Congress sets up a Control Committee composed of three (3) members elected intuitu personae.
The Control Committee is independent of all the other organs of the AUC;
The members of the Control Committee are neither part of the Executive Committee nor of the salaried staff of the AUC. They must not have been part of the previous Executive Committee either.
The members of the Control Committee are elected for a non-renewable three (3) year term.
